aware & considerable amount of this work is done in Hongkong

by this and other Companies, and I am very strongly of the

opinion that it will do a great deal of harm to the industry

and be against the colony's interest to place any restrictions

whatsoever on this, more particularly as the facilities for

repairs to ships in Hongkong ere so ample that work done to

Heutral ships does not in any way interfere with repairs to

British or Allied Owned Vessels. It takes all the repair

work we can get to keep our establishments only decently

employed and to have any restrictions at all would only have the effect of diverting work to Shanghai and Japan who would

also draw their supplies from America which would be

disastrous to Hongkong.
